A number of changes have been made to the draft code based on input from the public over the last three weeks. Most of these changes were minor adjustments, but three are of larger scope.
A requirement for a heavily landscaped buffer has been added to the code section on height of buildings, in cases where a building height increase is allowed adjacent to residential areas. (Chapter 6, Section 6.4.2 (g).)
Parking requirements for restaurants and retail stores have been broadened, so that minimum required parking is lower and maximum is higher, to allow for differences in the needs of different type businesses. (Chapter 8, Section 8.2.7)
An optional method of calculating the amount of signage a business is allowed has been added. This option provides the business with greater flexibility in choosing the type of signage most appropriate to their needs, and reduces the permitting requirement on temporary signs. (Chapter 10, Section 10.8)
Readdressing is completed for the areas that were annexed into the City of Tupelo. The list can be viewed by clicking on the following link: http://bit.ly/SNOELm. A public hearing has been set for December 3rd at 6:00 p.m. for the proposed Development Code. The hearing will be held in the Council Chambers on the 2nd Floor of City Hall.
A public hearing on the proposed zoning for the annexation areas has been set up for 6 p. m. on November 20, at the City Council meeting on the second floor of City Hall. The maps of the annexed areas are posted here and are also available for review in the Development Services Department on the third floor of City Hall. A series of open work sessions will be held during the month of November, followed by a public hearing at the December 3 Planning Committee meeting. The work sessions will focus on the three main chapters dealing with the zoning structure, design standards, and the application process. The schedule of work sessions and hearings is as follows. All sessions will be in the City Council chamber on the second floor of City Hall.
November 13th, 10-12, and 15th, 3-5: zoning
November 19th, 10-12, and20th, 3-5: standards
November 26th, 3-5, and 27th, 10-12: application procedures
December 3, 6 pm: public hearing with Planning Committee
After this review process is complete, the draft code will be adjusted as needed to respond to comments and criticism received, before being presented to the City Council for consideration.
